Connecticut OSOW Regulations (ConnDOT)

  • Width: 102.37 inches (8'6")
  • Height: 13'6"
  • Length - Trailer: 48' (no overall length limits)
  • Legal Overhang: Front 4', Rear 10'

General Weight Limits

  • Maximum gross vehicle weight: 80,000 lbs (on 5 axles with 51' between first and last axle)
  • Tire load: 600 lbs per inch width of tire maximum
  • Single axle: Maximum 22,400 lbs
  • Axles spaced less than 6' apart: 18,000 lbs per axle
  • Axles spaced 6' or greater apart: 22,400 lbs per axle

Single Unit Vehicles (No Permit Required)

2-Axle Vehicle:

  • Standard: 32,000 lbs
  • When axle weight does not exceed 18,000 lbs: 36,000 lbs
  • When wheelbase is 10' or more: 40,000 lbs

3-Axle Vehicle:

  • Maximum: 53,800 lbs

4-Axle Vehicle:

  • Standard: 67,400 lbs
  • When distance between first and last axle is 28' or more: 73,000 lbs

5-Axle Vehicle:

  • Maximum: 73,000 lbs

Tractor Semi-Trailer Combinations (No Permit Required)

3-Axle Combination:

  • Maximum: 58,400 lbs

4-Axle Combination:

  • Standard: 67,400 lbs
  • When wheelbase is 28' or more: 73,000 lbs

5 or More Axle Combination:

  • Maximum: 73,000 lbs

Construction Vehicle Exemption

4-Axle single unit vehicles:

  • No permit required for 73,000 lbs when engaged in construction work or transporting construction materials/equipment to construction project
  • Construction materials defined as: Sand, gravel, stone, concrete

Gross Vehicle Weights Over 73,000 lbs

  • Maximum 80,000 lbs allowed when all requirements of Federal Bridge Formula are met

Distribution of Weight

  • Weight distribution per axle is the responsibility of owner/lessor/operator
  • Registrations issued by Motor Vehicle Department with gross weight according to number of axles

Maximum Permitted Weights

  • Maximum non-divisible permitted load: 160,000 lbs

Divisible Load Permits

Definition: Issued for loads that CAN be separated into units of less weight without affecting physical integrity

Permit Types and Validity

Non-Divisible Single Trip Permit

Definition: Issued for one piece or item which cannot be separated into units of less weight without affecting the physical integrity of the load

Details:

  • Valid: One trip and return over 3-day period (daylight hours)
  • Base permit fee: $30.00
  • Electronic permit surcharge: Additional $5.00 (for all permits available via electronic means)
  • Permit service fee: May apply if carrier elects to use a permit service (not associated with DOT)
  • Order online: www.cvisn.ct.gov
  • Authorized by: Connecticut Department of Transportation

Weekend Travel Permits

  • Available: Saturday and Sunday only
  • Hours: Daylight to noon
  • Weight limit: Up to 160,000 lbs
  • Dimensional limits: Up to 12' wide, 13'6" high, 80' long
  • Must be requested

Escort Vehicle (Pilot Car) Requirements

Divided Highways

No Pilot Car Required

  • 12' wide or under AND 100' long or under
  • Mobile homes: 10' wide or under AND 80' long or under

1 Rear Pilot Car Required

  • Over 12' wide OR 120' long
  • Mobile homes: Under 12' wide

1 Front AND 1 Rear Pilot Car Required

  • Over 13'6" wide OR Over 120' long
  • Mobile homes: Over 12' wide OR over 85' long

Undivided Highways

1 Rear Pilot Car Required

  • 12' wide or under AND Over 80' long
  • Mobile homes: 10' wide or under OR over 80' long

1 Front AND 1 Rear Pilot Car Required

  • Over 12' wide OR Over 100' long
  • Mobile homes: Over 10' wide OR over 85' long

Height-Based Escort Requirements

  • Over 14' high: 1 front pilot with height pole
  • Over 15' high AND 15' wide: 1 front pilot AND 2 rear pilots

Escort Positioning Rules

  • Single escort on 2-3 lane conventional roads: Shall precede the load
  • Single escort on 4+ lane divided roads: Shall follow the load
  • Two escorts: One shall precede, one shall follow

Escort Vehicle Specifications (Per Sec. 14-270-21)

Vehicle Size

  • Minimum width: 60 inches
  • Maximum capacity: 1½ ton

Signs

  • Top-mounted sign required
  • Minimum height of bottom: 48 inches above roadway
  • Message: "OVERSIZE LOAD AHEAD/FOLLOWING", "WIDE LOAD AHEAD/FOLLOWING", or "LONG LOAD AHEAD/FOLLOWING"
  • Letters: Minimum 8" high, black on yellow, 1" brush stroke minimum
  • Important: Signs NOT to be displayed when not escorting

Lighting

  • Top-mounted flashing or rotating amber light(s)
  • Must be operated at all times while escorting (unless permit specifies otherwise)
  • Visibility: Minimum 1,000 feet to front when leading, to rear when following

Communications

  • Two-way radio required between pilot cars and OOV

Safety Equipment

  • Red hand flag
  • Red vest or jacket
  • Purpose: For parking pilot car and stopping/controlling highway traffic if necessary

Flags

  • 18" square red flags
  • Placement: Front or rear corners of escort vehicle (whichever appropriate)

Operational Rules

  • Must remain right of centerline at all times (except when prevented by physical limitations)
  • Pilot car does NOT grant right to pre-empt opposing traffic lane
  • Opposing traffic NOT to be stopped except extreme emergencies
  • No towing while acting as pilot car
  • No convoying (one pilot for multiple OOVs) unless specifically authorized on permit

Transport Vehicle Requirements

"OVERSIZE LOAD" Banner

  • Size: 7' long minimum x 18" high
  • Letters: Black, 8" high, 1" stroke minimum
  • Background: Yellow
  • Required: All oversize loads

Flags

  • 18" square red flags
  • Placement: Four corners and/or widest points of load

Warning Lights

  • Amber light required
  • Mounting: Top of transporter
  • Visibility: Minimum 1,000 feet

Operating Times

Standard Loads

  • Daylight hours: As specified on permit

Loads 13'6" Wide or 14'+ High

  • Days: Tuesday, Wednesday, Thursday ONLY
  • Hours: 9:00 AM - 4:00 PM

Holiday Restrictions

No travel on:

  • New Year's Day
  • Good Friday
  • Memorial Day
  • Independence Day
  • Labor Day
  • Thanksgiving Day
  • Christmas Day

Movement must stop:

  • 12:00 noon the day before a holiday
  • Until daylight the day after the holiday

Note: Travel time restrictions may change year-to-year

Overweight Fines and Penalties

Enforcement Authority (CGS § 14-267a(g))

Citations may be issued by:

  • State Police
  • Local Police
  • Department of Motor Vehicles (DMV) inspectors

Enforcement: Fines are enforceable through criminal courts by prosecutors

Weight Violation Determination

  • Gross weight violations: Inspector compares truck's actual weight with truck's registered weight
  • Axle weight violations: Inspector compares actual axle weight with legal maximum
  • Fines can apply to BOTH gross vehicle weight AND axle weight violations

Fine Calculation Example

Important: Two different overweight trucks with same amount overweight could pay different fines based on registered weight

Example 1: Truck registered at 20,000 lbs weighing 25,000 lbs:

  • 5,000 lbs over = 25% overweight
  • Fine: $500 minimum

Example 2: Truck registered at 60,000 lbs weighing 65,000 lbs:

  • 5,000 lbs over = 8.3% overweight
  • Fine: $250 (50 hundred lbs × $5.00)

Additional Reckless Driving Fine

  • Up to $2,000 may be imposed in addition to overweight fines for reckless driving

Criminal Penalties for Overweight Trucks

Important: While no Connecticut statute explicitly provides prison terms for maximum weight violations alone, criminal charges may be brought when overweight trucks cause accidents resulting in death or serious injury.

First-Degree Manslaughter (CGS § 53a-55)

When applicable: Owner or operator of overweight truck causes death under circumstances evincing extreme indifference to human life

Elements:

  • Person recklessly engages in conduct creating grave risk of death
  • Conduct causes death of another person
  • Circumstances evince extreme indifference to human life

Example: Operating significantly overweight truck with knowledge of the danger posed

Penalties:

  • Classification: Class B Felony
  • Prison: Up to 20 years
  • Fine: Up to $15,000
  • Both: Prison and fine may be imposed

Historical Case: David Wilcox (American Crushing and Recycling) was charged with first-degree manslaughter after Avon Mountain crash on July 29, 2005, which killed four people when his truck's brakes failed while descending Avon Mountain. Charged because failure to correct known brake defects created grave risk of death for traveling public (comparable to knowingly operating significantly overweight truck).

Second-Degree Manslaughter (CGS § 53a-56)

When applicable: Owner or operator recklessly causes death of another person

Definition of "recklessly" (CGS § 53a-3(13)): Conscious disregard of substantial and unjustifiable risk of such nature and degree that disregarding it constitutes gross deviation from standard of conduct that reasonable person would observe

Key factor: Whether reasonable person in owner/operator's situation was aware or should have been aware of degree of danger vehicle's weight posed

Penalties:

  • Classification: Class C Felony
  • Prison: Up to 10 years
  • Fine: Up to $10,000
  • Both: Prison and fine may be imposed

First-Degree Assault (CGS § 53a-59)

When applicable: Owner or operator causes serious physical injury under circumstances evincing extreme indifference to human life

Elements:

  • Causes serious physical injury
  • Circumstances evince extreme indifference to human life

Penalties:

  • Classification: Class B Felony
  • Prison: Up to 20 years
  • Fine: Up to $15,000
  • Both: Prison and fine may be imposed

Second-Degree Assault (CGS § 53a-60)

When applicable: Owner or operator recklessly causes serious physical injury by means of deadly weapon or dangerous instrument

Key concept: Overweight truck can constitute a "dangerous instrument"

Penalties:

  • Classification: Class D Felony
  • Prison: Up to 5 years
  • Fine: Up to $5,000
  • Both: Prison and fine may be imposed

First-Degree Reckless Endangerment (CGS § 53a-63)

When applicable: Owner or operator, with extreme indifference to human life, recklessly engages in conduct creating risk of serious physical injury to another person

Note: Motor vehicle accidents by nature are likely to result in serious physical injury, making this charge more likely than second-degree in overweight truck cases

Penalties:

  • Classification: Class A Misdemeanor
  • Prison: Up to 1 year
  • Fine: Up to $2,000
  • Both: Prison and fine may be imposed

Second-Degree Reckless Endangerment (CGS § 53a-64)

When applicable: Owner or operator recklessly engages in conduct creating risk of physical injury to another person

Penalties:

  • Classification: Class B Misdemeanor
  • Prison: Up to 6 months
  • Fine: Up to $1,000
  • Both: Prison and fine may be imposed

Trip and Fuel Permits (IRP / IFTA)

72-Hour Trip Permit

  • State Fee: $46.95
  • Required for: Multi-axled vehicles or vehicles/combinations over 26,000 lbs crossing Connecticut border without Apportioned plates

10-Day Fuel Permit

  • Fee: $29.95
  • Required if your vehicle:
    • Travels in two or more member jurisdictions, AND
    • Weighs more than 26,000 lbs, OR
    • Has three or more axles (regardless of weight)
  • When not registered with IFTA

Tire Regulations

Tread Depth Requirement

  • Minimum: 2/32" (two-thirty-seconds of an inch) center tread
  • Applies to: All tires

Snow Tires (Non-Studded)

  • Year-round use allowed: Regular snow tires without traction-grabbing studs can remain on vehicles year-round
  • Note: Most drivers only use them during winter months due to increased noise compared to regular radials
  • No date restrictions

Studded Tires

  • Allowed period: November 15 through April 30 ONLY
  • Purpose: Metal studs mounted on snow tires improve traction
  • Restriction reason: Increased road noise and wear

Snow Chains

  • Allowed period: November 15 through April 30 ONLY
  • Same date restrictions as studded tires

Exemptions from Studded Tire/Chain Date Restrictions

The following vehicles are specifically exempted:

  • Authorized emergency vehicles
  • Construction vehicles
  • Tractors used to access agricultural land

Towing Vehicle Requirements

  • Minimum GVWR: 10,000 lbs
  • Drive axle: Dual wheels required
  • Towing features: Must conform to ICC requirements

Travel Restrictions

Standard units:

  • Daylight hours only
  • Monday through Friday
  • Under favorable weather and road conditions

Units exceeding 12' wide:

  • Hours: 9:00 AM - 4:00 PM
  • Days: Tuesday through Thursday ONLY

Maximum Dimensions

  • Width: 14' maximum (includes all roof overhangs, sills, knobs, siding)
  • Combined length: 85' maximum (unit + towing vehicle)
    • Exception: 90' permitted when towed unit ≤66' excluding hitch

Operational Requirements

  • Convoy style hauling: NOT permitted
  • Safe passing distance required between vehicles on all movements when width exceeds 10'

Enforcement

  • Transporters failing to comply will be denied future permits
  • Applies to: All house trailers, mobile homes, modular homes, sectional houses
